The only custom terrain I know of is through Auggies. One option is to buy is hex maps as a base, then stack a few assorted terrain pieces on that for various elevations.

And to further elaborate on the house rule concept: house-ruling is essentially the point of the game. For example, we have a local tournament scene here in Louisville that gets together monthly. Our organizer is always trying to come up with a different format each time we play (i.e., you can only build an army from a specific General, or you can only bring Unique figures and no squads, etc etc). Or if you travel up to Gen Con in Indianapolis (the unofficial national champtionship each year), there's at least eight different tournaments, all based on a different ruleset for each event. It's a huge part of what makes Heroscape, well, Heroscape.
Oh wow. Dustin, I just now noticed you are in KY and not far from a *very* active Heroscape community. What are you doing November 3rd? :)
