Fast Noble, yes, because the Fast Noble's effect isn't an action card. But you'd have to have the unusual situation of the Master Spy somehow being second in line behind FN: either the Fast Noble and Master Spy are the last two nobles in line, or Confusion in Line randomly results in FN and MS being #1 and #2.

Rival Executioner, sure. Again, the effect isn't an action card.

Double Feature, no.

The sequence is:

1) Play an action card. If that card's effects are not delayed until your or another player's Noble Collection phase, then the card takes effect.

1a) The Master Spy runs to the back.

2) Collect the first noble.

Double Feature's effects are delayed until collection. By the time you collect, MS is at the back, and you take the first two nobles.

Confusion in Line is different, and uniquely so, because its effect is both delayed until the Collect a Noble phase ("just before that player collects a noble) and rearranges the line. That means the line rearrangement occurs after the Master Spy runs to the back, and so might move the Master Spy to the front prior to be collected. The general consensus and official rulings are that Confusion in Line is the *only* action card that *might* result in Master Spy being moved to the front of the line to be collected.
