Seems like a lot of text, with little thought on the concept. You explain that simplicity is essential, but adding 6 or 7 rules for one mod seems ridiculous.

I don't think you play tested this. I'm sure if you did, you would find that almost every sea route is impassable by only rolling one tie, and places like the Ukraine which has several borders have their dispersed units destroyed instantly with a second attack. (This is all just from thinking about the variant for a few seconds)

Maybe actually disperse the armies? They lay on their side until all the active armies are destroyed, at which point the defender moves these "dispersed" armies to any adjacent territory they own. The attacker then takes the territory and can continue his attack. Simple.
