Yes it works. You can play one hobbit each or you could play 2 each. That is why it is even doable solo if you are willing to play more than one hobbit.The expansions are playable with 2 as well. However, with the Sauron expansion, one will play Sauron and the other will have to multi-hobbit on his own.
