Good review actually... I agree with the Kindergarden pic analogy.If I were to differ in anything...
1) The AP level is directly relational to the amount of tactics and strategy you actually utilize. From the review, I see why you say there is none. You grokk at two areas, roll dice, smash table... rinse and repeat. But there can (and often should) be a lot more consideration to battles than that if you want to consistently win.
It is still a very simple game mechanics wise, but then again, so is Go.
2) I think what we all learned most when we played Risk as a kid was the ability to actually dedicate the time and effort to a potential marathon of play. Sure, monopoly can run very long, but there is far less in your control in that game. Risk is really where we all learned we had a resource of units to control, the movement and 'risking' of these units were completely in our control, and you can form alliances to help progress a mutual goal.
