Yes, you have it correct. Most players that I have encountered never seem to be patient enough to build up much more than 1:1 odds for their attacks, and then become frustrated when they suffer pyrrhic victories or lose the battle.

One of the biggest complaints I hear about playing Risk is that there is too much luck. The second biggest complaint I hear is that it takes too long.

Well, this variant allows for some measure of luck, but marshalling of forces and positioning them will have a much greater influence on the outcome of battles (and may lead to more in-depth defenses) and the combat resolution will eliminate round after round of dice throwing.

It may seem like an easy time for the attacker, but consider that his/her forces will nearly always be depleted by a significant portion, leaving their remaining army vulnerable to counterattack.

I'm not saying that this is a perfect solution, but I think it is a fun and faster variant.
