the rules specifically mention both of these possibilities for being eliminated (I think the last page under requirements for opening the packet, but don't have the rules handy to verify it).

You can be eliminated mid-game, if it is your turn to Rejoin the War, but you have no unoccupied territory to place your 1/2 starting troops.

You can be eliminated end-game, if someone collects 4 Red Stars and you have no troops on the board (you don't occupy any territory).
