[o]It's in the last five words of the green (bottom-most) power on the Mutant faction card. "...or from Mutant event cards."It is a shame that this text didn't make it into the rulebook stickers. The other shame is the reverse, where the rulebook sticker states that the Mutants should treat the Fallout territory like a Biohazard territory (and thus they would gain a troop in it if they occupy it at end of turn). Going from faction card alone you wouldn't get that - you'd just think they ignore the Fallout territory's effect and treat it like a normal unmarked territory.
